Anti-dumping duty to continue on grinding media balls from Thailand, China: DGAD

India witnessed an increase of 86.46% in the imports of grinding media balls and cylpebs in fiscal 2016-17.

Based on its findings of the sunset review investigation, Directorate of Anti-Dumping & Allied Duties (DGAD) on Thursday recommended continuation of anti-dumping duty on the imports of ‘grinding media balls’ (excluding forged grinding media balls) from Thailand and China.

“The designated authority…..in the matter of continuation of anti-dumping duty on imports of ‘grinding media balls’ (excluding forged grinding media balls), originating in, or exported from, Thailand and China imposed vide notification no.36/2012-Customs (ADD), dated the July 16, 2012, had recommended for extension of anti-dumping duty,” DGAD said in a notification no.34/2017-Customs (ADD), dated July 13, 2017.

The DGAD seeks extension of the anti-dumping duty on the said products till July 15, 2018.

“This notification, unless revoked earlier, shall remain in force up to and inclusive of the July 15, 2018,” it said.

Earlier, on July 16, 2012, in its notification No.36 /2012-ADD, the government had imposed the anti-dumping duty on the imports of grinding media balls for a period of five years, in order to remove the injury to the domestic industry.

The prevailing duty on the imports of the said product is $387.36 per MT from China and $187 per MT from Thailand.

The application for anti-dumping investigations was filed by AIA Engineering Ltd and Webcast Steels Ltd.

In its sunset review on July 4, 2017, the Authority has considered April 2016-March 2017 as the period of investigation. However, the injury investigation period has been considered as the period 2013-14, 2014-15, 2015-16 and the period of investigation.

India witnessed an increase of 86.46% in the imports of grinding media balls and cylpebs in  fiscal 2016-17. The country imported $0.65 million worth of grinding media balls and cylpebs in 2016-17, compared to $0.35 million in 2015-16. Out of which, imports of the said product from China make up for more than 54%. China exported $0.36 million worth of grinding media balls and cylpebs to India in 2016-17.
