Govt approves new PLR scheme for major port trusts employees

For 2014-15, Rs.25.93 crore has already been paid to around 41,492 major ports and dock employees.

The government has given its nod to the new productivity linked reward scheme (PLR) for the employees and workers of all the major port trusts and dock labour board for 2015-16 to 2017-18. 

“The Union Cabinet, under the chairmanship of Prime Minister Narendra Modi, has given its approval to new productivity linked reward scheme for all major port trusts and dock labour board employees/workers for the years 2015-16 to 2017-18, said an official on Thursday. 

The new scheme, formulated by Ministry of Shipping, will benefit around 37870 port and dock workers and employees at all the key port trusts and the outgo per year will be Rs.49.58 crore. 

PLR has to be calculated on the increased wage limit for bonus calculation at Rs.7000 a month. It shall be payable yearly on the basis of 50% weightage provided to all India performance and another 50% weightage to individual port performance. 

The calculation of arrear of PLR payments for 2014-15 to the employees and workers by the major port trusts and Dock Labour Board will be on the increased wage limit of Rs.7000 per month for calculating the bonus instead of Rs.3500 on the prevailing methodology of combining all India port performance. 

For 2014-15, Rs.25.93 crore has already been paid to around 41,492 major ports and dock employees, according to the wage ceiling of Rs.3500. The overall additional payment on account of arrears of PLR for 2014-15 will be about Rs.25.93 crore, as per increased wage ceiling of Rs.7000 a month. 

There is a prevailing scheme of PLR, wherein it was granted on annual basis, based on the settlement reached between the management and labour federations of major port trusts. 

In addition to stimulating better productivity, the new PLR scheme will nurture better industrial relationship and amiable work environment in the port sector.
