Apparel output drops 10.4% in Apr-Jan; Industry expresses concern

The Dollar Business Bureau India’s apparel production has shown a decline of 10.4%, during the period April-January 2017-18, according to the India Industrial Production (IIP) data released by the Ministry of Statistics and Program Implementation. The production of apparels is witnessing a continuous decline since May 2017, on month-on-month basis. From a positive growth of 1.3% in April last year, the production declined by 5% in the month of May. In June, the decline was 3.2% while in July, it recorded a dip of 5.1%. In the months of August, September, October, November and December, the apparel output recorded a drop of 6.4%, 7.2%, 11%, 13.1% and 13.5%, respectively, as per the IIP figures. AEPC demands refund of IGST on apparel machinery import

The Dollar Business Bureau Exporters’ body Apparel Export Promotion Council (AEPC) has asked the Ministry of Finance for the refund of Integrated Goods and Service Tax (IGST) paid on the import of machinery used by apparel manufacturer exporters. AEPC, in a letter written to Ministry of Finance, has stated that after the implementation of GST from July 1, 2017, apparel exporters are required to pay IGST up to 18% on assessable value plus basic customs duty (BCD) while clearing shipments of capital goods under the Export Promotion Capital Goods (EPCG) scheme. “The incidence of a very high IGST without any corresponding relaxation for export obligation has rendered the EPCG scheme unattractive,” AEPC said in a statement. RoSL on garments exports to continue at pre-GST rates for 3 months

The Dollar Business Bureau  The Finance Ministry on Wednesday notified the continuation of pre-GST rates of Rebate of State Levies (RoSL) on the export of garments and textile made-up articles for the transition period of three months after the implementation of the new tax regime. “It is to bring to your notice that Ministry of Textiles has issued notification no. 12020/3/2016-IT (Pt.) dated July 31, 2017 restoring the pre-GST RoSL rates that were revised downwards with effect from July 1, 2017. Garment exporters can claim RoSL at pre GST rates till September

The Dollar Business Bureau The Ministry of Textiles issued a notification on August 1, as a transitional arrangement for the period July-September 2017, exporters of garments and made-ups can claim remission of state levies on rates there prior to the introduction of GST. Under the remission of state levies (RoSL) garments and exporters of made-ups are entitled to claim refunds of the levies paid, from the Central government. India to ink MoU with Japans QTEC to boost textile exports

The Dollar Business Bureau The Government of India has decided to ink a memorandum of understanding (MoU) with Japan Textile Products Quality and Technology Centre (QTEC) for jointly setting up and encouraging quality compliance activities.  The textiles and clothing industry in India is targeting to enhance its exports to Japan, conforming to quality standards of the country’s market, the Ministry of Textiles said in a statement. Textile exports fall 4.5% to $26 bn in Apr-Dec

The Dollar Business Bureau India’s textiles exports fell about 4.5% to $26 billion during April- December of 2016-17. "The exports of textiles during 2016-17 (April-December) were $26 billion compared to $27.2 billion during 2015-16 (April-December)," Ajay Tamta, Minister of State for Textiles said on Friday in a written reply to the Rajya Sabha. During April-December 2016-17, the country’s total production of man-made fibre was 1,037 million kg and spun yarn production was 4,254 million kg. Tamta pointed out that the government has taken several initiatives to develop textiles industry. “Several schemes including technology upgradation fund scheme and other schemes for integrated textiles parks will help exports for the industry.” The industry’s 2016-17 growth visions were impacted by the government’s demonetisation drive last year.
